What is the policy for making entries for so-called "national libraries" for regions that are actually parts of sovereign nations?
For example, that national libraries of Scotland and Wales are listed under S and W, respectively. (They are also listed again under United Kingdom. There may be good reasons to list them, but they probably don't need to be on the list twice.)
Also, the national libraries of Greenland, the Faroe Islands, and Republica Srpska are all listed, though none of these places are sovereign states.
On the other hand, the "national library" of Quebec is not listed.
I think we should have a policy about this and it should be applied consistently.
